This book provides a wide review of experience of donor agencies in designing and implementing business development services for small and medium enterprises (SME). The papers presented in this book assess the performance of the development services operating within the various developing countries. They include papers on programmes of integrated SME capacity building, establishment and operation of business centres, organization and operation of advisory services, business linkages, industrial clusters and business incubators, support for marketing services, innovative practices in business training and counselling, recent experience in entrepreneurship development programmes, projects for the transfer and upgrading of technologies, and new approaches to the dissemination of information. This selection of 22 papers are taken from the International Conference on Business Development Services organised by the Committee of Donor Agency for Small Enterprise Development in Rio de Janeiro, Brazil in March 1999 where the major thrust was exploring new and innovative approaches to achieve the sustainability of BDS services and ways of achieving greater cost-effectiveness in their delivery. Case studies examine ways in which achievements have been made in reaching out to beneficiaries, and in the impact of the services on individual firms, institutions providing services, as well as on macro-economic factors such as employment and living standards. This book is important for all consultants, donor groups, NGOs and all practitioners working in developing countries in promoting and expanding BDS for micro, small and medium enterprises
